The Lindsey O. Graham Sanctioning Russia and Iran Act, which secured Senate passage last month with an 86-11 vote, has introduced provisions that specifically address India's role in Russia's sanctions circumvention strategies. The legislation targets not only Russian leadership and the energy sector but also the so-called "shadow fleet"—a network of vessels employed to transport crude oil beyond the reach of Western restrictions.

India, as a major buyer of Russian crude, has become central to discussions about sanctions enforcement. The U.S. amendment reflects growing concerns in Washington about how third-party nations facilitate Moscow's continued access to global markets despite international economic pressure following Russia's invasion of Ukraine.

The comprehensive sanctions framework seeks to disrupt the financial and logistical mechanisms that enable Russia to maintain oil exports at elevated prices. The shadow fleet operates through complex ownership structures and flag registrations that obscure the ultimate beneficiary, allowing Russian petroleum to reach buyers including India while appearing to comply with existing sanctions protocols.

The amendment's focus on India underscores the delicate balance New Delhi must maintain between its energy security needs and international pressure to enforce sanctions. India has consistently emphasized its independent foreign policy while gradually reducing imports from Russia, though Russian crude continues to comprise a significant portion of India's energy imports.
