UN experts warn India police tactics breach international obligations

A collective statement issued through the UN Human Rights Office of the High Commissioner has raised concerns about policing practices affecting peaceful protesters in India. The intervention comes from globally recognised rapporteurs who monitor compliance with international human rights standards.

The UN experts outlined the legal framework governing restrictions on public assembly, asserting that any limitations must satisfy four key conditions. Restrictions must first be established by law, second pursue a legitimate objective recognised under international human rights law, third be necessary to achieve that objective, and fourth be proportionate to the aim being pursued.

India is party to multiple international human rights treaties that enshrine the right to peaceful assembly and association. These commitments form part of the country's binding international legal obligations, which experts say must be reflected in domestic policing practices.

The statement reflects broader international scrutiny of protest management tactics across the region. UN human rights mechanisms routinely issue guidance to member states on balancing legitimate security concerns with the protection of fundamental freedoms guaranteed under international law.

The intervention adds to ongoing dialogue between India's government and international human rights bodies regarding the protection of civil liberties during public demonstrations and gatherings.
