UN not broken despite Security Council paralysis, Guterres tells India

UN Secretary-General António Guterres on Monday acknowledged the challenges facing the Security Council while asserting that the broader United Nations system continues to function effectively. Speaking during his visit to Delhi for the BRICS Summit, Guterres recognized that permanent divisions among the Council's five permanent members have created deadlock on several key international issues.

Despite the Security Council's limitations, Guterres emphasized that other UN mechanisms and programmes remain operational and committed to addressing global crises. The Secretary-General noted that the organisation's ability to respond to humanitarian challenges, development needs, and peacekeeping operations extends beyond the Council's formal decision-making framework.

Guterres commended India's proactive diplomatic role in attempting to broker dialogue between Russia and Ukraine. He acknowledged New Delhi's efforts to find peaceful resolution pathways amid the broader geopolitical tensions affecting multilateral cooperation.

The Secretary-General also addressed a controversy surrounding a map, clarifying the circumstances and reaffirming the UN's commitment to accuracy and proper protocols in all official materials and presentations.
