The absence of adequate shelter poses significant risks to vulnerable populations including children, elderly residents and those with chronic health conditions. Seasonal weather patterns typically bring heavy rainfall and flooding to the region during winter months, while temperatures can drop substantially, creating hazardous conditions for those living in makeshift accommodations or open areas.
