Unified anti-bullying protocol proposed to streamline response across agencies

The push for a coordinated approach to addressing bullying stems from concerns that inconsistent handling across different ministries has hampered efforts to protect students and staff. The suggested framework would require all relevant agencies to adhere to a standardised operating procedure, ensuring uniform treatment of complaints regardless of which ministry receives them first.

Under the proposed protocol, responding agencies would be obligated to acknowledge reports within 24 hours, complete investigations within seven days, and implement corrective actions within 14 days. These defined timelines aim to prevent delays that could allow bullying to persist or escalate while cases remain unresolved.

The former deputy education minister emphasised that the fragmented approach currently in place creates confusion and inconsistency in how bullying incidents are managed. Different ministries operating under separate guidelines have resulted in varying standards of intervention and support for victims.

Proponents of the unified SOP argue that clearer, faster procedures would not only improve outcomes for those affected but also send a strong message that bullying will be addressed swiftly and decisively across all government institutions. The proposal is expected to be considered by relevant stakeholders in coming policy discussions.
