MANILA – The University of the Philippines and the Metropolitan Manila Development Authority signed a memorandum of understanding on Wednesday to intensify efforts in reducing flood risks across Metro Manila. The agreement establishes a formal framework for the two institutions to pool expertise and resources in addressing one of the region's most persistent natural hazards.
Under the partnership, UP and the MMDA will collaborate on research initiatives, technical assistance programs, and science-based planning strategies designed to improve flood management systems throughout the metropolitan area. The cooperation encompasses knowledge-sharing activities and capacity-building efforts aimed at strengthening the institutional capabilities of both organizations and relevant government agencies involved in disaster risk reduction.
The memorandum reflects growing recognition that combating metropolitan flooding requires sustained coordination between academic institutions and government authorities. By leveraging UP's research capabilities with the MMDA's operational mandate, the partnership is expected to generate actionable insights for infrastructure improvements and policy refinements.
The move comes amid continued challenges posed by seasonal monsoons and typhoons that regularly inundate low-lying areas of Metro Manila. Officials hope the collaborative approach will contribute to more effective and sustainable flood mitigation strategies across the densely populated region.
