UP martial law museum project delayed as site issues block bidding process

MANILA — The long-awaited UP Freedom Memorial Museum faces further delays after site-related complications prevented the launch of competitive bidding for the project, officials disclosed.

The Human Rights Violations Victims' Memorial Commission reported that procurement efforts have stalled due to unresolved arrangements at the designated location. The commission had originally targeted July 2025 for the bidding process, followed by contractor mobilization, but these timelines are now in jeopardy.

Without a selected contractor or finalized site conditions, the museum has no confirmed opening date. The facility is intended to commemorate human rights abuses documented during the martial law period and has become one of the University's most closely watched infrastructure projects.

The commission did not specify which site issues were preventing progress or provide revised timelines for when procurement might commence. Project authorities are expected to address the complications before the planned bidding can proceed.
