UP Police Promotion Row: Officers Face Heavy Financial Penalty

A significant dispute has emerged within the Uttar Pradesh Police Department concerning the career advancement of over 1,700 constables who successfully cleared the sub-inspector (dareoga) examination. The officers are now facing an unexpected financial liability despite their promotions, which has created widespread concern among the rank and file.

According to department guidelines, candidates advancing to higher positions without leaving the service are typically eligible for promotion-track transfers. However, the administration has invoked a two-year bond requirement, demanding that successful candidates reimburse approximately ₹7.34 lakh each. This amount represents the cost of their training and salary during their initial service period.

The financial obligation has created significant hardship for the constables, many of whom cannot afford the repayment demand. The requirement to clear this financial liability before taking up their new positions has effectively stalled their promotions, despite having qualified through the competitive examination process.

Facing the financial impasse, the affected officers have petitioned Chief Minister Yogi Adityanath for relief and intervention in the matter. They argue that the retroactive application of the bond clause contradicts established promotion protocols and have appealed for a review of the administrative decision before their scheduled joining date in late September.

The incident highlights ongoing tensions between departmental regulations and career advancement procedures within India's state police forces, raising questions about the consistency of employment policies for promotions within the same organization.
