URA to revisit floor space guidelines to boost design flexibility

The Urban Redevelopment Authority (URA) is set to undertake a comprehensive review of its floor space guidelines, with Second Minister for National Development Chee Hong Tat announcing the initiative in response to feedback from the development sector.

The review will focus on Gross Floor Area (GFA) regulations, which currently define how building space is calculated and allocated. Developers have sought more flexibility in interpreting these guidelines to accommodate innovative architectural designs and respond to changing market demands.

Chee indicated that the authority recognises the tension between maintaining planning standards and allowing designers greater freedom in their proposals. The URA will work to identify areas where guidelines can be relaxed without compromising Singapore's overall urban development strategy or residential quality standards.

The review comes as Singapore's construction industry continues to evolve, with developers increasingly exploring novel design approaches and mixed-use developments. Industry stakeholders have argued that prescriptive floor space rules can limit creativity and efficiency in building design.

Detailed timelines and scope for the guideline revision are expected to be announced following consultations with relevant stakeholders, including the Property Council and professional design associations.
