Secretary of State Marco Rubio's directive violated the Immigration and Nationality Act by mandating visa refusals to eligible applicants without legal basis, the judge ruled. Vargas emphasized that Congress had granted consular officers exclusive authority to determine visa eligibility through individual assessment.
