Uttar Pradesh and Bihar remain significantly below India's per capita income average, reflecting persistent regional disparities in economic development across the country. The two states, home to a substantial portion of India's population, have struggled to bridge the gap with more prosperous regions despite the broad-based growth unleashed by the liberalisation programme of the early 1990s.

The economic trajectory of India's states has undergone considerable realignment over the past three decades. Punjab and Maharashtra, which ranked among the nation's top five performers in per capita income metrics at the outset of the reform era, have since experienced relative decline. Both states have been overtaken by other regions in the competition for higher living standards and wealth generation.

The divergence in state-level performance underscores the uneven nature of India's economic expansion. While some states have successfully leveraged liberalisation policies and attracted investment, others have lagged in infrastructure development, skill formation, and industrial diversification. These structural challenges have prevented UP and Bihar from translating their large population bases into corresponding economic strength.

Analysts attribute the persistent gaps to variations in governance quality, educational attainment, and investment in public infrastructure across states. Addressing these regional imbalances remains a key challenge for policymakers seeking to achieve inclusive growth and raise living standards across India's diverse economies.
