Ach Leang, Acting Director of the Department of Asia, Africa and Middle East Studies at Cambodia's Royal Academy's Institute of International Relations, characterized the visit as shifting ties from "political trust" to "development momentum" and from "historical proximity" to "strategic closeness." The assessment reflects broader efforts by both governments to translate decades of diplomatic relations into tangible economic benefits.

Vietnam's Foreign Ministry highlighted three priority areas for advancing bilateral cooperation, with officials citing an ambitious target of $20 billion in annual trade between the two nations. The focus areas are expected to encompass infrastructure development, investment, and commercial exchange across multiple sectors.

Diplomatic observers have expressed confidence that the premier's visit will result in more effective and substantive collaboration on shared development priorities.
