Under the framework, Vietnam aims to acquire and transfer advanced technologies needed to produce active pharmaceutical ingredients (APIs), starting materials, chemical intermediates, and excipients by 2030. These components form the backbone of pharmaceutical production and are currently heavily dependent on imports from other countries.

The strategy reflects Vietnam's broader ambitions to reduce reliance on imported pharmaceutical chemicals while positioning the country as a competitive regional manufacturing hub.
