Vietnam is moving forward with an ambitious talent acquisition and deployment strategy, establishing an open and flexible national framework that will standardize recruitment criteria while allowing for sector-specific customization.
The approach encompasses general standards applicable across the economy alongside specialized criteria tailored to different industries, professional sectors, and assignment types. This dual-track system is intended to streamline talent identification and placement while accommodating the unique demands of various fields.
A National Assembly draft resolution currently under consideration proposes establishing special mechanisms to both attract skilled professionals and create conditions for their retention within Vietnam. Government officials have emphasized that human capital represents a strategic national resource essential for sustained economic development and competitiveness.
The strategy specifically targets leveraging overseas Vietnamese talent and international expertise to strengthen Vietnam's development capacity. By creating more flexible pathways and institutional support systems, authorities aim to convert the country's diaspora networks and cross-border professional connections into tangible advantages for priority sectors.
The comprehensive framework reflects a broader policy shift recognizing that human capital development is critical to Vietnam's economic transition and long-term growth objectives.
