Vietnam eyes $40 billion carbon storage opportunity in Southeast Asia

Vietnam has positioned itself to become a regional hub for carbon capture and storage (CCS) services, a sector projected to generate up to $40 billion across Southeast Asia. Industry analysts say the nation's success in attracting CCS investment hinges on swift finalisation of regulatory frameworks under its updated Petroleum Law, which lawmakers are currently debating.

The revised legislation represents a significant pivot in Vietnam's energy policy, shifting from traditional investment incentives toward positioning the country as a competitive player in the global energy transition. Policymakers have flagged the importance of establishing clear guidelines that balance economic development with environmental objectives, particularly as international capital increasingly flows toward climate-friendly technologies.

Energy security remains central to Vietnam's broader petroleum strategy. Government officials have emphasised the role of strategic petroleum reserves in safeguarding long-term energy independence, even as the nation transitions toward alternative energy sources and carbon management technologies.

International partnerships are accelerating Vietnam's engagement with advanced energy solutions. State-owned Petrovietnam has strengthened cooperation agreements with foreign energy corporations, including Kuwait Petroleum Corporation, signalling Vietnam's commitment to knowledge transfer and technological advancement in the sector. Such collaborations are expected to enhance Vietnam's capacity to develop and deploy CCS infrastructure at scale.
