Vietnam's semiconductor industry has emerged as a significant economic driver, generating more than $21 billion in revenue during 2025 while attracting over $14 billion in foreign direct investment across more than 240 projects, according to the Ministry of Science and Technology. The country now hosts approximately 60 chip design companies and employs more than 7,000 semiconductor design engineers, positioning it as a growing hub for the Asia-Pacific region.

Despite these gains, experts identify a critical challenge facing Vietnam's semiconductor ambitions: translating research and design capabilities into large-scale commercial production. Japanese industry specialists have recommended that Vietnam prioritize chip manufacturing and packaging infrastructure, sectors where significant capacity gaps remain. This manufacturing deficit threatens to limit the country's ability to capitalize on its growing design talent pool.

Israeli semiconductor experts have offered a complementary perspective, suggesting Vietnam should deepen its focus on chip design excellence and workforce development rather than attempting to compete in capital-intensive fabrication immediately. The divergence in recommendations reflects the complex trade-offs Vietnam faces as it plots its trajectory in the global semiconductor value chain.

Policymakers acknowledge the need to strengthen the bridge between research institutions and commercial enterprises. Closing this gap is seen as essential for Vietnam to move beyond its current role as a design and engineering center toward a more integrated position in global semiconductor production, potentially accelerating the country's progress toward upper-middle income status.
