Vietnam's Communist Party Central Committee has endorsed Resolution No. 31-NQ/TW, signed by General Secretary and President To Lam on October 15, 2026, following deliberations at the party's fourth plenary meeting. The resolution prioritizes intensifying efforts to strengthen and reform the party apparatus and political institutions to enhance governance quality and institutional integrity.
The policy framework aims to position Vietnam's political system to meet evolving national development needs and address emerging challenges in the contemporary era. By emphasizing comprehensive institutional building alongside rectification measures, the resolution signals the party's commitment to adaptive governance structures.
Beyond core party mechanisms, the resolution incorporates provisions designed to support Vietnam's small and medium-sized enterprise sector through special mechanisms intended to facilitate business growth. Complementary policy initiatives under review include draft resolutions proposing targeted measures to attract and retain skilled talent within the country, addressing workforce development concerns.
The resolution also incorporates strategies to mobilize resources and engagement from Vietnamese diaspora communities, particularly in established overseas markets such as Canada. This outward-looking dimension reflects efforts to strengthen connections with Vietnamese nationals abroad and harness their potential contributions to national development objectives.
