Vietnam pivots FDI strategy toward technology transfer and local integration

Vietnam's investment promotion efforts are undergoing a strategic reorientation as policymakers recognize the limited gains from pursuing FDI volume alone. Rather than competing primarily on scale, authorities are now conditioning investment incentives on foreign companies' commitments to develop local supplier networks and transfer operational knowledge to domestic enterprises.

The recalibrated approach reflects a maturing understanding of how foreign capital can best serve long-term economic development. By requiring technology transfer, training programs and management skill-sharing as prerequisites for preferential treatment, Vietnam aims to build a more robust ecosystem where multinational operations strengthen rather than bypass local industry.

Semiconductors, artificial intelligence, computer chips and renewable energy have emerged as priority sectors under the new framework. These industries offer particular potential for creating high-value employment and establishing supply chain clusters that extend benefits beyond individual foreign investors.

Regional authorities, including those in Dong Nai Province, have begun implementing localized versions of the strategy, tailoring FDI terms to their economic development objectives. The shift signals Vietnam's intent to transition from being a low-cost assembly hub toward becoming a center for advanced manufacturing and technology development with deeper integration of foreign and domestic business sectors.
