Vietnam proposes decentralising control of culture, sports and tourism sectors
A draft law under review aims to devolve management authority for cultural, sports and tourism activities to lower administrative levels. The proposal is part of broader efforts to streamline state governance and reduce bureaucratic procedures.

Vietnam's Ministry of Culture, Sports and Tourism has introduced a draft law designed to shift management responsibilities for the culture, sports and tourism sectors away from central authorities toward provincial and local governments. Minister Lam Thi Phuong Thanh said the legislative proposal seeks to institutionalise Communist Party policies on restructuring state apparatus and implementing a two-tier local administration model. The decentralisation initiative forms part of a wider government agenda to strengthen administrative efficiency by reducing red tape, streamlining business conditions and accelerating digital transformation across public institutions. Officials also cited resolving implementation gaps in existing legislation as a key objective of the proposed reforms. The draft law is expected to address longstanding administrative bottlenecks while enabling local authorities greater autonomy in managing cultural heritage, sporting events and tourism development within their jurisdictions.
