Vietnam is moving to establish special mechanisms designed to attract and retain talented professionals as part of broader efforts to harness human capital for national development.
The draft resolution, which will be presented to the 16th National Assembly during its second session, reflects growing recognition among policymakers that talent constitutes a strategic national resource essential for sustainable development.
Government officials have emphasized the need to convert Vietnam's overseas talent into a valuable force driving the country's advancement. Deputy Prime Minister noted that talented individuals, whether returnees or foreign experts, can significantly contribute to Vietnam's socioeconomic progress and competitiveness.
The proposed mechanisms are expected to address key challenges in talent acquisition and retention, potentially including visa provisions, tax incentives, research funding, and career advancement opportunities. Experts have highlighted the importance of focusing talent strategies on high-priority sectors including security and emerging technologies such as quantum computing.
The initiative represents part of Vietnam's broader strategy to strengthen its human resources base and position itself competitively in the regional and global landscape.
