Deputy Prime Minister Ho Quoc Dung addressed implementation challenges surrounding Decree No. 101/2026/ND-CP on November 3 at the Government headquarters in Hanoi. The decree provides detailed guidelines for enforcing Vietnam's Law on Technology Transfer, a cornerstone of the nation's efforts to modernize its industrial base while maintaining regulatory control.

Dung stressed that the new regulations serve a dual purpose: promoting beneficial technology transfer to Vietnamese enterprises while enabling state authorities to manage the process through categorized technology lists. The framework designates certain technologies as encouraged for transfer, others as restricted, and some as prohibited outright, depending on national strategic interests.

The meeting underscored growing concerns among businesses adapting to the new regulatory environment. Officials acknowledged the need to balance Vietnam's development objectives with practical concerns facing companies operating under the expanded oversight regime.

The technology transfer decree represents part of Vietnam's broader strategy to attract foreign direct investment while ensuring critical sectors remain under domestic control and that transferred knowledge benefits local industries long-term.
