Vietnam's private sector expansion accelerates under new policy framework

Vietnam has witnessed a surge in business formation following the government's landmark Resolution 68 on private sector development, with nearly 300,000 firms established or reactivated in 2025 alone. The policy initiative has created fresh momentum for private enterprise growth across the country.

Vietnam's private sector expansion accelerates under new policy framework

Business registrations have gained significant traction since Vietnam's Politburo adopted Resolution 68-NQ/TW in May 2025, a comprehensive policy framework aimed at strengthening the private sector's role in the economy. According to Tran Thanh Huong, Deputy Head of the Policy, Business Environment and International Cooperation Division at the Ministry of Finance's Department of Private Enterprise and Collective Economy Development, the new directive has yielded measurable results.

Approximately 297,500 enterprises were newly established or resumed operations throughout 2025, demonstrating strong investor confidence in the policy environment. This momentum has continued into 2026, with nearly 206,400 firms registered during the first eight months of the year, indicating sustained business dynamism.

The resolution represents a government effort to enhance Vietnam's competitive position by fostering private enterprise growth and improving the overall business climate. Officials attribute the expansion partly to streamlined registration processes and clearer regulatory frameworks introduced under the policy initiative.

The government has also launched complementary programmes, including a 1,000-pioneering-firms scheme designed to elevate Vietnam's private sector capabilities. Simultaneously, policymakers are directing attention toward emerging sectors such as private healthcare, urging providers to prioritize quality standards and advanced medical services to meet growing domestic and regional demand.
