Vietnam is moving its public-private partnership procurement process to a fully digital platform, streamlining how investors bid for major infrastructure and development projects. Beginning January 1, 2027, all PPP project proposals must be submitted through the National E-Procurement System rather than through traditional paper-based channels.
The digitalization will occur in phases. While proposal submissions begin on the new platform at the start of 2027, the National Assembly Standing Committee has set September 1, 2027, as the date when investor selection for PPP projects tendered through open bidding will transition completely online.
The shift represents part of Vietnam's broader digital transformation strategy, which has expanded government e-procurement capabilities and created new channels for businesses to participate in public contracting. The transition aims to enhance transparency and efficiency in the bidding process while reducing administrative burdens on both government agencies and private investors.
The Standing Committee has also prioritized support for domestic bidders in PPP projects, balancing the move toward open competition with national economic interests. The digital platform is expected to facilitate broader participation while maintaining oversight and competitive standards across Vietnam's PPP project pipeline.
