Vietnam's approach to supporting women in the care sector rests on multiple legislative pillars designed to create pathways for advancement and ensure equitable treatment. The Labour Code, Law on Gender Equality, Law on Social Insurance, and Law on Population collectively establish protections and standards that govern working conditions and rights across the sector.
The National Strategy on Gender Equality for 2021-2030 represents a comprehensive blueprint for narrowing persistent gender gaps in employment, income, and access to opportunities. These policies establish measurable goals and implementation mechanisms aimed at creating conditions where both women and men can equally benefit from economic participation and social protections.
The care economy encompasses vital sectors including childcare, elder care, and health services where women constitute a significant portion of the workforce. By establishing social insurance protections and workplace standards through coordinated legislation, Vietnam aims to formalize and dignify work that has historically been undervalued and precarious.
Experts convened at an international workshop to examine how Vietnam's legal architecture translates into tangible improvements for women care workers. The discussion focused on implementation challenges and opportunities to strengthen enforcement of existing provisions while identifying gaps requiring additional policy attention.
