State President and Communist Party General Secretary To Lam signed Conclusion No. 106-KL/TW on October 15, 2026, formalizing the party's socio-economic development roadmap for 2027. The resolution, adopted following the fourth meeting of the 14th Party Central Committee, establishes concrete performance benchmarks across multiple economic sectors as Vietnam continues its transition toward a digital-driven economy.
Under the approved targets, e-commerce sales are expected to expand between 15 and 17 percent during 2027, reflecting the government's push to digitalize commercial activity nationwide. Labor productivity growth is projected at 8.6 percent, signaling efforts to enhance workforce efficiency and competitiveness across industries. The digital economy is targeted to account for approximately 23.5 percent of gross domestic product, up from current levels, underscoring the strategic priority placed on technology-driven growth.
Tourism also features prominently in the 2027 economic agenda, with planners forecasting between 28 and 29 million international visitor arrivals for the year. The targets complement broader party priorities on state budget implementation and come as Vietnam addresses key socio-economic challenges at national policy forums. These benchmarks will guide provincial and sectoral planning as the country pursues its medium-term development objectives.
