Vietnam will need to channel investment equivalent to roughly 40 percent of gross domestic product across the economy to achieve double-digit growth between 2026 and 2030, according to Finance Minister Ngo Van Tuan. The minister emphasized that reaching this investment threshold alone will not be sufficient without concurrent improvements in capital efficiency.

A central component of the government's strategy involves reducing the incremental capital-output ratio—a measure of how much new investment is needed to generate additional economic output—to between 4.5 and 4.8. This improvement would signal more productive deployment of capital and better returns on investment across Vietnamese enterprises and development projects.

The minister's remarks reflect broader policy priorities encompassing biotechnology development, disaster prevention infrastructure, and the tourism real estate sector, areas identified as requiring targeted attention and resources. Officials have also highlighted Vietnam's positioning to capitalize on emerging opportunities in technology and green investment, with foreign diplomatic representatives expressing confidence in the nation's economic trajectory.

The government's dual emphasis on sufficient capital availability and improved efficiency underscores a shift toward quality-focused growth rather than volume-driven expansion, as policymakers seek to maximize economic returns while managing financial resources sustainably.
