Vietnam tightens foreign employer hiring rules from mid-November
Vietnam has enacted new regulations requiring foreign organisations and individuals to formally notify authorities before hiring local workers. The requirements, effective November 15, aim to strengthen oversight of foreign employment practices in the country.

Foreign employers operating in Vietnam must now comply with stricter notification procedures when seeking to hire Vietnamese workers, according to a government decree that takes effect on November 15.
Under the new rules, foreign organisations and individuals are required to submit written notifications to the competent managing agency or organisation. These notifications can be filed by post or through online channels via official email addresses, and must include details of the job positions and the number of workers being sought.
The measure represents part of Vietnam's broader effort to strengthen management and oversight of foreign employment. By requiring advance notification of hiring plans, authorities can better monitor labour market trends and ensure compliance with employment regulations.
The decree comes as Vietnam's employment sector shows signs of robust growth heading into the final quarter of the year. Regional initiatives, including Ho Chi Minh City's recruitment drive for science and technology specialists and Hai Phong's enhanced foreign employee management programme, underscore the government's focus on both attracting talent and maintaining regulatory control.
Foreign employers are advised to familiarise themselves with the new procedures to ensure timely compliance and avoid potential administrative complications when bringing on Vietnamese staff.
