Vietnam should prioritize the development of skilled professionals as a foundation for advancing its quantum technology sector, according to recommendations from specialists familiar with international quantum research initiatives. The focus should encompass interdisciplinary training programmes that combine quantum technology, photonics, microelectronics, and artificial intelligence at leading national universities.

International partnerships are seen as critical to building capacity. Proposals include establishing scholarship programmes and internship opportunities at European quantum research laboratories, which could provide Vietnamese scientists with direct exposure to advanced facilities and methodologies. Such exchange programmes would complement domestic efforts to strengthen the country's quantum research infrastructure.

Retaining and attracting Vietnamese talent presents another strategic priority. Initiatives to bring back Vietnamese experts working internationally could accelerate the development of homegrown quantum capabilities. This repatriation strategy, combined with targeted investment in education, could help Vietnam establish itself as a regional player in quantum technology research and application.

The emphasis on learning from European quantum programmes reflects a broader recognition that successful technology development requires systematic planning, sustained investment in human capital, and structured international cooperation. Several regional experts have offered guidance on quantum technology strategy, suggesting that Vietnam's approach should be tailored to national security interests and economic priorities.
