Villar pushes bill to ease employment document costs for poor Filipinos

Senator Mark Villar has filed Senate Bill No. 1272, formally titled the Kabalikat sa Hanapbuhay Act, proposing a framework to lower expenses associated with obtaining employment for economically disadvantaged Filipinos. The bill would authorize the granting of discounts and fee waivers on essential pre-employment documents required by employers and regulatory bodies.

The measure addresses a significant challenge facing indigent job seekers who often struggle to afford the various permits, certifications, and documentation needed to secure formal employment. Villar's proposal aims to eliminate financial constraints that may otherwise prevent qualified individuals from pursuing available work opportunities.

Under the proposed legislation, qualifying low-income Filipinos would receive relief from fees typically charged for documents such as police clearances, medical certificates, and other credentials routinely required during the hiring process. The bill emphasizes that economic hardship should not serve as an impediment to employment access.

The filing represents an effort to streamline the employment process and improve economic mobility for vulnerable populations. The measure now proceeds through the Senate legislative process for review and deliberation.
