Villar seeks tax credits for businesses offering senior, PWD discounts

MANILA – Senator Mark Villar has introduced Senate Bill No. 2494, proposing a tax credit system for businesses that comply with mandatory discount requirements for senior citizens and persons with disabilities (PWDs).

The legislation seeks to address the financial burden on commercial establishments required under existing laws to offer discounts to these vulnerable sectors, while simultaneously ensuring the continuation of benefits these groups depend on.

Under the proposed measure, qualifying businesses would receive tax credits offsetting portions of their tax liability in exchange for complying with senior citizen and PWD discount provisions. Villar's office framed the bill as a mechanism to create a "fairer tax system" that does not penalize businesses for fulfilling their social obligations.

The senator argued that providing tax incentives would encourage broader voluntary compliance beyond minimum legal requirements, potentially expanding benefit delivery to senior citizens and PWDs across the country's retail and service sectors.

The bill is now under consideration in the Senate, with its passage requiring approval from both chambers of Congress and the President's signature to become law.
