West Bengal authorities have intensified efforts to activate idle industrial land, directing investors to either put their allotted plots to productive use or return them to the state for reallocation. The move reflects growing pressure to maximize land utilization across the state's industrial corridors.
The directive gained prominence following the inauguration of a ₹6,000 crore phenol and acetone manufacturing facility in Haldia, operated by a subsidiary of Hindustan Petroleum Limited (HPL). The plant represents a significant investment in India's domestic chemical production capacity and is expected to enhance the nation's self-reliance in specialty chemicals.
The Haldia-based plant marks an expansion of petrochemical infrastructure in West Bengal, historically a hub for chemical manufacturing. Officials view the project as a model for industrial development and are seeking to replicate this momentum by ensuring existing industrial allocations generate commensurate economic activity.
State authorities have framed the land-use directive as essential to preventing speculative holding of industrial plots while strengthening the state's competitive position in attracting fresh manufacturing investments. The policy is expected to create pathways for both existing investors to expand operations and new entrants to establish facilities in the state's industrial zones.
