WhatsApp, Telegram to require active SIM from January 2027

The Department of Telecom has announced fresh regulatory requirements for over-the-top messaging platforms, mandating direct linkage between user accounts and active SIM cards. The new framework, effective from January 1, 2027, will fundamentally alter how popular messaging services operate in India.

Under the SIM-binding rules, WhatsApp, Telegram and similar platforms will be required to verify that a user's registered SIM card remains active and unchanged. Service interruptions will occur if subscribers remove their SIM cards, switch to a different number or allow their connections to lapse. The measure aims to strengthen telecom regulations and enhance accountability for mobile services.

The implementation period provides messaging platform operators and Indian users several months to prepare for compliance. Major applications serving hundreds of millions of Indian users will need to integrate verification mechanisms and modify their authentication systems to align with the new standards.

The move comes as regulators worldwide intensify oversight of digital communication services. India's telecom sector has seen increasing regulatory focus on linking digital identities to verified phone connections, raising questions about user privacy and service continuity during number changes or device transfers.

Messaging app operators have not yet publicly responded to the notification. Industry analysts expect the requirement may prompt discussions between the DoT and platform representatives regarding implementation timelines and technical feasibility.
