According to PDRRMC Chief Rolex Estella, the declaration was made on Friday following assessments of widespread flooding, landslides, and extensive damage to critical infrastructure across multiple municipalities. The calamity resulted from the enhanced southwest monsoon combined with the passage of recent tropical cyclones that brought prolonged heavy rainfall to the province.
