Ukrainian President Volodymyr Zelensky signaled openness to a limited truce focused on energy sector infrastructure, responding positively to suggestions made by Donald Trump ahead of his return to the U.S. presidency. The proposal would establish a pause in military operations targeting power plants and related facilities, a category of infrastructure that has been heavily contested throughout Russia's invasion.
Zelensky indicated that Kyiv would consider supporting such an arrangement as a pathway toward broader negotiations. Energy systems have become a central focus of Russia's military campaign, with Moscow conducting repeated strikes on Ukrainian power generation and distribution facilities, particularly during winter months. The attacks have resulted in widespread blackouts affecting millions of civilians.
The Kremlin has not issued a formal response to Trump's energy ceasefire proposal. Russia's silence on the matter contrasts with Kyiv's receptiveness, leaving unclear whether Moscow would engage with such a limited cessation of hostilities. Any agreement would require consent from both parties to be implemented.
