Less than four months later, on 13 May, she was re-elected president of the Central Committee of the Vietnam Fatherland Front (VFF) for 2026–2031. The VFF, the umbrella body through which the party mobilises society, has been given much greater weight in Vietnam's political restructuring, and she leads it. The Front's reach The Front's reach has grown sharply. Its 11th National Congress, held from 11 to 13 May 2026, marked the start of a new structure in which the socio-political organisations and mass associations assigned by the party and state operate under the VFF umbrella, VietNamNet reported. According to the government portal, the Front's job is to build national unity across classes, ethnic groups and religions. It also mobilises people to carry out party and state policy, supervises and comments on laws, policies and officials' performance, and organises elections, including overseeing candidacies for the National Assembly and People's Councils. Hoai is also secretary of the party committee for the VFF and central mass organisations, a member of the party Secretariat and a National Assembly deputy. Background Her career has run through the party's disciplinary and mobilisation machinery. Born in 1965 in what was then Ha Nam province, now part of Ninh Binh, she holds bachelor's and master's degrees in law. She began in 1988 as an inspector in Nam Dinh and moved into provincial party inspection and leadership roles in Ha Nam. She later served as standing vice-chair of the Vietnam Farmers' Association and spent several years in the party's Central Inspection Commission, rising to standing deputy head. After joining the Secretariat in 2021 she headed the Central Mass Mobilisation Commission. She entered the Politburo on 16 May 2024 and was appointed party secretary of Hanoi the next day. A consolidated position The past year consolidated her position. On 4 November 2025 the Politburo moved her from Hanoi to lead the party committee overseeing the VFF and central mass organisations. Days later, on 7 November, she was chosen as VFF president for the rest of the 10th term, the first woman to hold the post in the Front's 96-year history, according to the government portal. She kept her Politburo seat at the 14th Congress, was named to the new Secretariat, and secured a full five-year term at the Front's congress in May. There she pledged "absolute loyalty to the Party, the Fatherland and the people." International role Her international role is mostly indirect but real. The Front oversees much of Vietnam's people-to-people diplomacy.
