She told legislators that "every rupiah allocated must deliver the greatest possible benefit" to the province's people, according to the provincial government's newsroom (LSN translation). She could point to strong numbers: her administration reported that East Java's economy grew 5.84% in the first half of 2026, ahead of national growth of 5.45%. Eighteen months into her second five-year term, she runs one of Indonesia's largest regional governments and remains one of the most senior women in the Nahdlatul Ulama (NU) movement. The scale The scale is considerable. Statistics Indonesia's 2025 intercensal survey, released in May 2026, counted 42.11 million people in East Java. The province has 38 regencies and cities. Under the revised 2026 budget, projected regional revenue rises from Rp26.31tn to Rp26.49tn and spending increases by Rp2.64tn. A deficit is covered by Rp3.37tn in net financing, mostly from the 2025 surplus, which puts total spending at roughly Rp29.86tn. As governor she sets the province's priorities within Indonesia's decentralised system. These include roads and irrigation, which get Rp999.21bn in capital spending, education aid for 50,000 low-income students, stunting reduction, extreme-poverty programmes and cheap micro-credit. The micro-credit scheme, PROKESRA, lends up to Rp50m at 3% through the provincial bank's rural lending arm. Background Khofifah has spent more than three decades in national politics. She entered the House of Representatives in 1992 and briefly served as its deputy speaker in 1999. She was state minister for women's empowerment under President Abdurrahman Wahid from 1999 to 2001, and minister of social affairs under President Joko Widodo from 2014 until January 2018. She resigned from that post to run for governor. She first led East Java from 2019 to 2024 with Emil Dardak as her deputy. The pair won the 2024 regional election and were sworn in for 2025–30 by President Prabowo Subianto on 20 February 2025. They were among 961 regional leaders inaugurated together at the presidential palace in Jakarta, the first such simultaneous ceremony. At the time, Khofifah said she would align her "Nawa Bhakti Satya" programme with the president's Asta Cita agenda. Religious base Her religious base is equally important. Khofifah chaired Muslimat NU, the NU-affiliated women's organisation, for four terms, the last running from 2016 to 2024. At its 18th congress in Surabaya in February 2025, Muslimat NU created a new board of patrons and chose her as its chair for 2025–30, according to NU Online. Day-to-day leadership passed to a separate chair. The role keeps her at the top of a mass women's network while she governs the province where that congress was held. The record Her government's own figures describe a mixed picture of progress. Poverty fell by 0.24 percentage points in March 2026, open unemployment fell by 0.13 points in May, and per-capita regional output grew 5.72% year on year in the second quarter. The administration also said it had kept inflation within the national 1.5–3.5% target band. These are claims made by her administration to the legislature. Independent assessments of the province's poverty pockets and infrastructure gaps will be the real test of her second term. Her influence beyond the province runs mainly through national politics and religious networks rather than foreign policy. East Java is a large electoral prize in Indonesia, and NU's women's wing gives her reach across the archipelago. What to watch: whether the revised budget's capital spending is delivered on time. Her administration has promised faster procurement to avoid leaving funds unspent.
